[ntdll] use the win16 current directory for win16 processes

This fixes a bug where a win16 process's children start in the wrong
current directory. The /* FIXME: hack */ follows from the same comment
in RtlGetCurrentDirectory and co.

Changelog:
* RtlCreateProcessParameters should use the win16 current directory
for win16 processes.
