VarWeekdayName implementation

Hi,

this is an implementation of VarWeekdayName. See bug #5448

For test, see

I know it has problems, but don't know how to solve them.
Anyway, it tests the function correctly in British locale.

To solve the problems, can the test change the locale? or SetLocaleInfo?
Must the test assure the function actually depends on the locale
(while running on one locale)?
