Add some idls for d3d10 [resend]

Hi,

This patch contains the core Direct3D 10 header.

The d3d10.idl is complete,  apart of inline functions, and the other headers 
are at the bare minimum of what is needed to write d3d10.idl,  and they will 
be extended later as needed.
These headers do not contain any inline function, or related code that the 
Microsoft header contains because they are legally problematic. Those 
functions are not needed by Wine itself and can be added should a Windows 
application need them.
