[PATCH 1/6] urlmon/tests: Expand framework to allow todo_wine'd tests and differences between Windows versions.

Summary of patchset: I noticed that HttpProtocol behavior is significantly different when it is called
without BINDF_FROMURLMON flga set so these patches are basically to implement that difference.

This patch: Pretty self explanatory, will use todo_wine'd tests for calling http protocol for same URL
several times in a row, differences in Windows versions in next patch.
