[advapi32/service #1] Handle is checked before servicename

Hi,

Decided (and ack-ed by Alexandre) to have both the A-call and W-call.

The handle is checked before the servicename. I also changed the error for a
NULL servicename to ERROR_INVALID_ADDRESS as that's used on every version as of
W2K (ERROR_INVALID_PARAMETER is only used on NTx).
