[1/5] WineD3D: Split up the format table

The next 3 patches modify the way the format table is handled a bit to allow 
making the format table more dynamic and adjust its entries based on the 
capatiblities of the opengl implementation, like using bump map formats from 
GL_NV_texture_shader or GL_ATI_envmap_bumpmap. The patches do not change any 
entries in the table yet, they just change the way the table is handled.
