WGL: Enable WGL_EXT_swap_control by default

Enable WGL_EXT_swap_control by default as it has been around for ages on 
Windows systems. Programs don't even check for its existence anymore. It 
broke KOTOR (bug 8378) and most likely Call of Duty (8573).
