[advapi32/service #3] Fix GetServiceDisplayNameA for service with no displayname

Hi,

I guess this is the last one for GetServiceDisplayName (until I find another 
corner-case). Now onto GetServiceKeyName which has a lot of the same logic as 
GetServiceDisplayName (I'll see if some of that can be combined via a helper).
