[APPDB] - Add more specifics about what is required on the application submission page

This changes the application submission wording so that hopefully people 
wont keep adding comments about how well things work in the application 
or version description, also adds some other bits such as to write with 
proper grammar and punctuation (most things that are submitted to the 
AppDB are written badly).
