[PATCH try4 1/2] setupapi/tests: Add basic tests for InstallHinfSectionA/W command line processing.

Changes from previous version (per Alexandre's comments):
* To preserve type checking, save both pInstallHinfSectionA and W and then set the
  A version to NULL if it is broken/a stub.
* Alexandre said a Beep() is okay in a test.
