[advapi32/service #3] Return (more) correct needed buffersize

Hi,

The returned needed buffersize was wrong. It's correctly calculated now for the
A-case. There will however remain a difference between asking for the size (as
that will return the needed bytes for the W-case) and actually asking for the
config. It doesn't seem this needs to be fixed as the call succeeds and I guess
no app will retest the needed buffersize.
