[PATCH 1/5] shell32/tests: Allow individual tests in check_lnk to be todo_wine'd.

I discovered our creation of shell links to non-executable files is broken. This patchset adds
a test for this and fixes it. Additionally, our shelllink test currently does not completely conform
on Win98 _or_ WinXP, so some minor fixes are made so it conforms.
