bugzilla: more clear instructions to help prevent pasting logs into bug reports

Hi,

I hope this patch to Bugzilla will help prevent pasting
logs/backtraces into bug reports by:

* providing a link to better instructions on bug reporting
* clarifying where logs/backtraces should go
* highlighting the words "to not PASTE"
