Add a blank section to wine.inf to make it create win.ini

Many programs look for win.ini and traces will spit a warn about it if
it isnt there, which clutters traces. Fresh install of wine does not
create this and sometimes it still doesnt even when an installer
requests to write to the file, because it is not there, but if a blank
file is created, then they write fine and the error goes away.
This is more of a cosmetic fix to make it so that wine's out of the
box traces are somewhat less cluttered, and to prevent some installers
from erroring out.
