[ws2_32] WSASendTo should always re-enable the FD_WRITE event

This closes bug #7685.

Changelog:
*  Modified WSASendTo to re-enable the FD_WRITE event even if the
socket output buffer isn't full, and added a test to prove that's the
expected behavior.
