hardcoded /usr/lib/libsicu*.a breaks biarch builds

	* configure, configure.ac: Fallback to -lsicuuc and -lsicudata when
	variable overrides aren't set.  Use AC_RUN_IFELSE rather than
	AC_TRY_LINK.

The second part might not be that important, since this was fixed in binutils
CVS a few days ago.  But I think it doesn't hurt to fix it anyway.
