[New]: Added wrapper dll for ct-api (CardTerminal API)

Hello,

this wrapper dll permits access to chipcard readers which provides a ct-api (CardTerminal 
API).

Usage:
1. Install vendor specific ct-api for linux (use 32 bit version on x86_64).
2. Create symlink libctapi.so (for example: /usr/lib/libctapi.so -> /usr/lib/readers/libctapi-
cyberjack.so).
3. Configure your HBCI application to use ctapi32.dll
4. Enjoy online banking with your HBCI chipcard.
