[wine.inf] move explorer to the windows directory

Both Windows 98 and XP have explorer.exe in C:\Windows. Wine puts it
in C:\windows\system32, so some apps (eg. WinMerge installer, when you
try to browse the start menu folder) end up not finding it.

Changelog:
*  Moved explorer.exe to the windows directory, because that's where
some apps expect to find it.
