crypt32(1/2): implement CertGetStoreProperty and CertSetStoreProperty (try 2)

I'm assuming that the previous attempt was dropped due to the weird 3rd
patch.  I'm trying to make this patchset clearer.  In this case, I get the
new code right the first time.  I still use the 3rd patch to fix old bugs.
