USER32: Patch 4 of 6: DlgDirSelect tacks on a period on filenames without ext.

Observed while preparing conformance tests. The returned filename of an entry
without extension (for example "Makefile") gets modified by adding a period
at the end --> "Makefile." is what the app sees.
