#2 wininet: Fix a number of problems with InternetGetCookie.

Like InternetSetCookie, InternetGetCookie ignores errors from InternetCrackUrl.
It happily goes searching for cookies belonging to the empty domain and cookies
without data are not formatted correctly. This patch fixes these issues, makes
the function conform to later versions of Windows and fixes tests that fail
on Windows.
