advapi32: export CreateProcessWithLogonW

Hi, user in appdb reported the xfire installer ( http://media.xfire.com/xfire/client/xfsite/xfire_installer.exe) 
only worked in win98-mode. In win2k mode and higher it fails with a cryptic messagebox "unable to elevate". The cause of the bug appeared to be  simple:

0009:Call KERNEL32.GetProcAddress(615b0000,100041ec "CreateProcessWithLogonW") ret=10001b25
0009:Ret  KERNEL32.GetProcAddress() retval=00000000 ret=10001b25

and this even simpler patch makes the installer work fine again
