ole32: RegisterDragDrop should return E_OUTOFMEMORY in the case that COM isn't intialised, instead of CO_E_NOTINITIALIZED.

Verified by looking at http://test.winehq.org/data/200709221000/ that it 
fails for all OSes from Win9x to XP, so the existing test is wrong.
