advapi32: improve stub for EnumServicesStatusExA a bit (fix #8331)

This fixes the instant crash in Busdriver ( http://bugs.winehq.org/show_bug.cgi?id=8331) 

 lpServicesReturned ="
A pointer to a variable that receives the number of service entries returned", so as the function is a complete stub in wine, it seems feasable to me to return 0 right here.
