crypt32: Implement CertVerifyCertificateChain for the Microsoft root policy

I've verified this with an MS cert (from IE 7) on a Windows XP
installation.  Unfortunately I can't easily accompany this with a
test, because the MS root certs aren't installed in any distro that I
know of.
