crypt32: Avoid misleading fixme when no data are passed to CryptUnprotectData

Should be a nop, just removes a misleading fixme:

Safari passes the contents of %USERPROFILE%\Application Data\Apple
Computer\Safari\Credentials.plist to CryptUnprotectData.  When the
file is empty, CryptUnprotectData prints the announce_bad_opaque_data
warning.
