WGL: Fix a major ATI regression (attempt 2)

Hi,

The previous version lacked some visinfo checks and didn't check whether there was a visinfo before calling free on it. This ofcourse worked fine on ATI as they don't have offscreen formats .. now it will work on Nvidia and others too that do offer offscreen formats.
