kernel32: Implement ReplaceFileA/ReplaceFileW (Yet Another Attempt)

    Implements the functions ReplaceFileA and ReplaceFileW in kernel32 (Bug
#7544).  This revision includes a change to deleting the original file as
suggested by Dan Kegel, see Bug #7544 for details.  Like previous editions,
the patch also provides conformance test code to ensure proper
functionality.
