[PATCH try2 2/2] wininet/tests: Add test to show that InternetCloseHandle closes open child handles too.

No changes from previous version. Test just tickles bug by explicitly not calling InternetCloseHandle
and then making sure number of INTENRET_STATUS_HANDLE_CLOSING notifications is correct.
