WineD3D: move video memory tracking to the adapter

Hi,
This patch makes the amount of texture memory and the amount of free texture memory a property of the D3DAdapter. Before it was global which isn't right as it is an adapter property.
The amount of video memory is detected in FillGLCaps. InitAdapters will set the value from FillGLCaps as the amount of video memory if the VideoMemorySize registry option isn't set.
