service.exe/advapi32[4/8]: move CreateService, OpenService and DeleteService to services.exe

As I wrote earlier I needed to put all three functions in one patch to
make all the tests pass - without it the configuration in the registry
and in services.exe would get out of sync (services.exe under Windows
loads the configuration only during the boot as I've used the same
architecture). To create proper type format widl have to be patched
with the patch http://www.winehq.org/pipermail/wine-patches/2007-September/044239.html
. It is said to break ole32 but for this idl it works fine.
