[PATCH 1/8] quartz: Implement seeking stubs for transform filters

This adds the stubs neeeded for transform filters, this way calls will
be forwarded to upstream filters.

This is a patchset that mostly tries to get seeking working. There are
a lot of deadlocks in it in the current state. I'm trying to address
the ones I'm hitting by being careful with locks, and doing the first
seeking implementation in mpeg splitter. It won't work perfectly,
however it's better then the void that exists now.
