[PATCH 4/8] mountmgr.sys: Integrate hal with the rest of the device manager

I moved the initial scan from the thread to the initialization. The
initialization will first add hal disk drives and before it falls back
to the normal routine of adding a fake disk drive for anything that
hal didn't detect.
