Bug compatibility - SetWindowPos with TOPMOST on a child window

    * Make SetWindowPos return success while doing nothing if 
application asked to make a child window topmost.

    * Needed in order to get ERViewer 
(http://www.ermapper.com/productview.aspx?t=160) file dialog working
