richedit: EM_STREAMIN tests for richedit 1.0 emulation

These tests indicate that richedit 1.0 EM_STREAMIN(ST_RTF) should accept 
some texts that might be parseable as RTF, even though they do not start 
as {\rtf1 as checked in builtin. Invalid texts should be rejected, not 
accepted as plain text.

Changelog:
* Add stricter tests for richedit 1.0 emulation, mark as todo_wine.
