richedit: EM_STREAMIN tests for richedit 2.0

Unlike 1.0, 2.0 should not accept RTFs that do not start with {\rtf1. As 
in 1.0, 2.0 should reject and return 0, instead of accepting as plain text.

* Add stricter tests for richedit 2.0 , mark as todo_wine.
