[1/4] WineD3D: Use the shader backend to enable / disable atifs and nvts

This is an unmodified resend of the disputed patch from two weeks ago. We came 
to an agreement on the shader / fixed function pipeline design, but 
implementing that is beyond the scope of Wine 1.0, so lets just get this bug 
fixed for now.

The point with the bad name for the method is not addressed, but I can't think 
of a better name. If anybody has suggestions, feel free to bring them up
