riched20: (1/3) Implement ignoring of last \par for EM_STREAMIN

Implement ignoring last \par by stripping it after streaming RTF. 
Indicated by flag so as to not break WM_PASTE with RTF text.

Changelog:
* Implement stripping of last line break after streaming in with 
EM_STREAMIN.
* Remove todo_wine's that now succeed
