winex11.drv: Always check wintab cursor slots 0 and 1 3/3

Always check cursor slots 0 and 1 due to our cursors swap.
Accommodating in the case of just 1 cursor the accommodation that was
made for old wintab apps.  On the road to fixing Bug 12005.
