richedit: Only notify selection change when selection has actually changed from previous notification.

The application referenced in bug #709 (Perfect! TextEdit) is one string 
of crashes. At least three distinct crashes are caused by bugs in 
richedit. Tests for this change will come with a following patch.

Changelog:
* Only notify selection change when selection has actually changed from 
previous notification. Otherwise, redundant and early notifications are 
sent to apps that do not expect them. Fixes crash #1 with Perfect! TextEdit.
