[AppDB] preferences: Remove comment delete prompt option

This is not used, and we always encourage users to enter a reason when 
deleting something.

The following SQL must be run:

DELETE FROM user_prefs WHERE name = 'confirm_comment_deletion';
DELETE FROM prefs_list WHERE name = 'confirm_comment_deletion';
