comctl32: input validation in TOOLTIPS_GetTextW

Changelog:
Added input validation to TOOLTIPS_GetTextW() in 
dlls/comctl32/tooltips.c in order to handle gracefully the case where it 
is called with an empty tooltip.  This occurs in the Full Tilt Poker 
client causing a crash as discussed in Bug 14790.
