user32: Some changes in minimizing MDI windows (bug #1719)

Some changes in minimizing MDI windows process and implementation of 
processing the WM_ICONERASEBKGND for the MDI child windows. 

I'am try to fix the bug #1719 as possible with the current iconic style of 
minimized MDI windows.
