shlwapi: fix UrlUnEscape inplace behavior (2/2) (try 4)

Fix UrlUnEscape to expand URLs inplace even if the output buffer is NULL.
Needed by Lively, http://bugs.winehq.org/show_bug.cgi?id=1438

Changes:
1) removes todo_wine around tests it fixes
2) Added original From: line as requested by Alexandre
3) unmunged From: line email address so Alexandre's script recognizes it
