[setupapi/tests] Fix a test failure on Vista (and skip some tests)

Hi,

I tried adding the [Manufacturer] piece to the inf file. This will however bring
up some dialogs on Vista whether the user indeed wants to install stuff. This
needs some more thought, so for now skip these tests on Vista/W2K8.
