programs/winver: add version resource

This fixes http://bugs.winehq.org/show_bug.cgi?id=16547

I grabbed the version number from programs/winecfg/appdefaults.c

I also noticed that progmras/msiexec/makefile.in forgot to
reference its version.rc, so that app is missing a version resource?
