winemenubuilder: improve icon generation

Changelog:
* Ignore the arbitrary 8 BPP limit on icons from EXE/DLL files that's
not there for standalone ICO files. Some apps only have 24 BPP icons.
* Only update nMaxBits when we will actually use the icon, otherwise
we can end up not using any icon.

This gets more apps using their own icons instead of the generic wineglass.
