winecfg: fixed reading in colour data from a theme file. [try 2] [RESEND]

When importing colour data from a theme file, winecfg swapped the
green and blue components around. This fixes that behaviour (checked
on Windows to make sure this is the right behaviour).

v2 -- set my user.email to be correct (doh!)

With the patch, this time!
