[advapi32/tests] Only use functions if they are implemented (Try 2)

Hi,

(Removed the multitude of traces from this one as pointed out by James Hawkins.)

The skips prevent the crash(es) I'm seeing on win95.

This crypt.c is full of tab/spaces mixtures. Worthwhile 'fixing' ?
