2/2 WGL: remove unneeded opengl initialisation code at wine startup

Hi,

We don't have to initialise opengl at startup anymore. This also prevents some GLX intialisation issues on VNC and nested Xservers. (GLX is buggy on them and prevents wine from starting in a lot of cases. It is a bug in them but this just prevents the issues from happening in most cases as most of the time they don't need ddraw/opengl.)
